Fee gap in day centers for persons with disabilities (2018–2025)

The objective of this study is to estimate, in Argentina, the gap between the official fees established in the Nomenclator of the Basic Benefits System for Day Center services for persons with disabilities and a reference fee constructed by updating sectoral costs. The study analyzes the evolution of the Category A Day Center module based on regulations and fee adjustments since 2018. To construct the normative, index-based estimate of the reference fee, a methodology was applied that combined: (i) changes in relevant price and wage indices—the general Consumer Price Index and its Health division, the Bahía Blanca Online Price Index, and the Average Taxable Remuneration of Stable Workers—and (ii) the general cost structure of a Day Center. The results show a widening gap between the official nomenclator fee and the estimated reference fee over the period analyzed, exceeding 60% in 2025 and indicating a significant lag relative to the evolution of sectoral costs. The study provides useful evidence for service providers, government institutions, and regulatory bodies regarding this fee misalignment.
